I don't know if it's got a strap on top of it (can't tell from the photo), but I think it looks like a Victorian crystal or glass knife rest which was used on the table??

Sorry for the lousy picture..it has a wire, "looped" handle on top. Thanks for the info! I have been perplexed as to what it is and what it was used for.
