Unusual tea set, embossed dots, Japanese?

Hi there.  We're having trouble identifying this tea set.  There are no markings whatsoever.  It appears to be hand-painted.  It has a teapot, sugar bowl, cups and saucers (one saucer missing) made of very thin china.  The main color is teal, with pink and green borders surrounding scenes of a river with trees and grass huts, with a mountain (Fuji?) in the background.

Any help identifying this set would be appreciated!  We work for a thrift store run by people with disabilities, and all proceeds go toward their association.  I have no idea what to ask for as a price for this set!

History This set was donated to a charity thrift store from a family who was cleaning out their mother's house. It came in with a box of various collector's plates and glassware. No marks at all to help us identify the age or make!
