vintage hand painted pitcher and basin

I have a vintage/antique pitcher and basin set - beautifully hand painted and has gold accents on the edges and handle of the pitcher.

There is a mark of some kind on the inside of the pitcher near the lip - it looks like a distinct marking. Also, there is a stamp on the bottom of both the pitcher and the basin. L-319

I believe this piece is somewhere between 80 - 120 years old but I am not positive. I believe it was my great grandmother's which was left to me when my grandmother passed away.
