This came from the home of a very heavy smoker. The brown marks are just dirt and nicotine which are very easily removed.

Based on your images this is piece made for the tourist market, the "made in Holland" mark indicates it was made after the mid 1920's, but it could have been produced as late as the 1950's. I'd estimate its value at about $45.00.
