Unless it's marked "Sterling" it's just silverplate. Pieces like this are patterned after English Georgian or American Colonial silver, values are very modest as such pieces were mass produced items. International is well know, you could look up the pattern name at replacements.com to get a high retail value, 25% od that will give you an auction value.
