it was bought at a yard sale the lady said it was 60 years old plus

I have lot of these Steha horses.  The older ones 50s are made of some type of compostion and are quite heavy.  Unfortunately this is their worst characteristic because over time the weight of these horses tend to make their legs warp and break.  The saddle I believe is a type of compo - rubber mix, I don't have the Western saddle one you have pictured, but a lot of my English saddles have cracked with age.  My best suggestion is to keep it out of the attic or garage where it is exposed to extreme temperatures.  The later horses where made of plastic and flocked and withstand the cracking and warping a lot better.  I have no idea when Steha started, somewhere in Germany, someone wrote once it was Austria at the time...I keep looking for the history but cannot find any.
