It looks like an absinth spoon used to burn sugar with.

Could be used for absinthe but usually they are open and have bigger holes. It is for loose tea leaves a loose leaf tea infuser.

It is, no doubt because they're still in use and freely available (at least here), a tea spoon. It's used to make tea from loose tea leaves. Simply put some tea leaves in the spoon, close it and put in a cup or teapot full of boiling water.
