These look like chalk ware knock offs of Royal Doulton figurines, "The Balloon Man" and "the Old Balloon Seller", both of which have been around since 1940 ( Balloon Man) and 1929 ( Old Balloon Seller). Probably even made from latex molds of the originals. As for value, chalkware values are all over the map, and it has been widely reproduced. Lovejoy
