Coin grading without having the coin in my hand under a stereoscope is tough. With a good crisp picture I can get a better idea of the value. Coins are graded on a scale of 1-70. Is your coin a 1890, 1890 O, 1890 S or 1890 CC, this makes a difference too. The mint marks (O,S,CC) will be on the reverse below the wreath and above the DO in Dollar. No mint mark means it was producted in Philadelphia. O is New Orleans, S is San Francisco and CC is Carson City Nevada.

You listed your coin as fair. Based on a "fair" rating it would be valued between $12 and $50 depending on the details, scratches etc...

DO NOT clean the coin or you will take the value down to $1.00. Coin collectors do not like coins that have been cleaned. It removes the patina (a natural process of the surface film that protects the coin).
