Description
It has wheels on the bottom. The black part on top is hard whatever it is. I am not good at determining types of wood, but my guess is that it is cedar.

Can someone please appraise this for me or give me an idea of exactly what it is? I want to sell it, but I am not sure how to describe it. And I have no idea how much I should be asking. Thank you :)

I only dabble a bit in furniture so treat my comments with a bit of caution!
That said, I believe you have a stained change table vintage 1980-90's. Dry sinks generally do not have lips all the way around, makes them difficult / awkward to use with the water bowls etc. The people using them would lean on them so the raised portion typical to a dry sink either. Nor do you see any water marks from spilled water- which is a common happening with dry sinks.
The raised portion of the table part is for ready supplies while doing the changing.
The wood looks to be stained maple or perhaps pine (probably maple though).
A closer look at the door hardware may help age this more closely.
At a guess, the price would be about $200-$300 to replace.
