I cam interested in finding out if the 1869 is a model number. Looking on ebay. I am assuming that the value is about $40. I also think that this was more of a comercial item than a residential item. Could it have been pinched from a hospital or hotel?

For some reason I'm not seeing any image of your item. Without an image nobody can really do more than guess at what you have.
