you appear to have a "Queen Anne" style silver plated table wine cooler. Typically used in Hotels, many had the hotel name engraved on them. They are made of a nickel and Brass alloy, then silver plated.
F. B. Rogers Silver Company was founded in 1883 in Massachusetts at Shelburne Falls. They moved to Taunton in 1886 and are still in business today.
This style has also been used for presentation cups etc. and is a popular style still in production. New ones sell for between $150 - $250. Yours looks to be in good shape and, as a used item, is probably worth between $75 and $100.
