Looks like a souvenir spoon one would find for sale at worlds fairs, museum exhibits, historical sites since the turn of the 19th Century. Values for them vary depending on the event they commemorate and their condition. this one was made for the "Century of Progress International Exposition", the name of a World's Fair held in Chicago, Illinois from 1933 to 1934 to celebrate the city's centennial.
