STRANGE LITTLE BIRD- Head comes off????

Description

The little bird, which I presume is a peacock, is about 3 inches tall. Once the head comes off, the head turns into a pin, or dagger, or could be used to pierce something?? The tail also flips up and down. I have NO IDEA what it is for!! The head is a slightly worn from being "used" so many times. I am including some pictures. Can you please tell me what the little bird does?

My school teacher was retiring and gave each pupil a memento from the classroom. She gave me this little bronze bird. The teacher was from Poland and was about 80 years old. That was 35 years ago.

The main body will also unscrew from the base.
