Black and white Burnett oil painting

Description

This painting is a black and white oil painting, by an artist I only know as Burnett (see image of the signature).  The paiting looks as if the knife technique was used (but I'm not 100% sure of this).  The picture is of buildings in the background with a prominent tree and bridge over water.

Paintings really need to be physically examined to determine what you have. That being said this looks like paintings one would see at "Starving Artist " and  "Art on a fence" events staged by Art wholesalers during the 1980's.
