What you have is a turn of the 19th century "Cabinet Plate". These were meant for display rather use as dinner plates, they were quite popular during the last quarter of the 19th Century. this one was made by the  'Zeh, Scherzer & Co.', founded in 1880 and directly started to produce a wide range of pieces including coffee and tea sets, normal household items and tableware as well as decorative porcelain. At auction comparable plates sell in the $30.00 - $50.00 range
