Re: What is it?

 What you have appears to be a sharpening steel, it's a part of a knife set, and is used to de-burr the edge of a blade after sharpening, I doubt it has much value as most of these things were mass produced, and being that it is only one piece of a larger set.

Exactly right, these were part of a matching set that usually included  a meat fork and a large carving knife. This one looks Art Deco in style, dating 1925-39.
