It's in the style of piecec made during the late 19th centuy by companies such as Minton's and Royal Derby, but without a company marking it's impossible to determine who made it and exactly when. To check and see what it's made of hold it up to a bright light and look at the bottom, if it's porcelain the light will glow through the bottom, if it doesn't it's some sort of pottery.
