It's most likely French and dates from the first quarter of the 20th Century, if there is a marking it will be on the base of the vase itself. values depend a great deal on the maker, you'd have to take the lamp apart to view the base of the vase pedestal.

 With regard to taking lampapart. The Brass lattice is hammered over the base of the vase part. By taking apart, I would damage it,

Usually there is a bolt through the base, undo that and the brass mounts comes right off. If this is not the case with your lamp, you are out of luck removing the base.

 Thanks for input, if you look  closely at the area where the vase base meets the brass, you will se that the lattice is sort of beveled over the vase part, Seems well made .
