Help id Sterling piece

Description

Stamped sterling on bottom and marked as in pics.Inside is real gold.What is it used for?And what are do silver marks stand for? Took to a local gold&silver smith but he wasnt able to identifiy makers marks.Thanks

Has white small bowl that goes in bottom.
