minister huan lee ministry of education republic of china horse statue

 Horse statue fixed onto wooden base with plaque mentioned above. Huan Lee, or Lee Huan, indeed was the in Republic of China, and died recently 2010. I've never seen anything like this and after exhaustive searches on the internet it doesn't appear anyone else has, either. What's the value of this item? Why was it presented, and to whom were these horse statues presented? I have a rough idea of value but need to know more concrete figures. THanks
