Bought this Mickey for $45.00 from a dealer 20 years ago. It is stamped Japan on the bottom. There are not any holes on the bottom. It is very small, the size of a thumb.

Difficult to judge from a single blurred picture but this appears to be a Japanese bisque knock-off figure of Mickey Mouse, likely from the 30s. The design and colors are off-model (notably the reversed colors for shoes and shorts) and the lack of a Disney copyright (according to your description) implies an unlicensed product.
This item has little or no value.
