Blue Glass Mystery Bowl

Description

We discovered this bowl packed away in my mothers basement and nobody can figure out what it might be.

It is heavy and has a rounded raised center when placed with the large side up.  When you flip it over the item almost looks like a dog bowl where you could put water or something into the concave surface.

We can't figure out what it may have been used for and whether it might have any value.  If anyone could help identify this and shed some light we'd be most appreciative!
