From the markings on the bottom of this figure (Beatrix Potter's and a date), this figure actually dates from between 1974 and 1985.  The date of 1948 is when this item was franchised by Warne to go into production.  It does indicate the age of the figure.  There were a series of misprinted figures during this period and also a number of figures with mispelled names.  Samuel Whiskers became SamuAl Whiskers.  It partly happened because the factory was experiencing difficulties, I understand.  Not so much a rare figure as a reject.
