tea and coffee serving

Description

this was a gift to me about 37 years ago from my father in law. He was visiting NYC anticque dealers often. There is no documentation from him and he is dead for a long time.

Look silver plated, hard to see mark, each piece is marked something like: "CC310"  or Ph639". It's very hard to make out any letters or numbers. This is just guesting. Looks all hand decoreted, with flowers, may be lotus flowers, tray has the same decoration all around as the pieces. Spoons have simular decoration, 12 of them. Under silver  looks like may be copper color. In good condition, on the back of tray some scratches testing that shows copper color. Some oxization spots turned greenish.
