Water Color on Silk

This pictue looks as though it was painted some where in Europe in the 1920's to1940'.  It looks like it is painted on silk material, with the medium being water color.  It was bought at a yard sale,so I do not know anything about it. I was hoping you could tell me the artist.  They maybe African American.
