The girl is olso a20 x 28 but the cottege by the river is 24 x36 and sign by sebastian

If the "Boy with Dog" is under glass it would be a print and not an oil painting. You'd probably have to take it out of the frame to determine the publisher. The Publisher's name is normally found on the bottom margin of the the print.

The victorian style picture of the boy holding a puppy is "Master Simpson: a Jane Freeman lithograph. There is a matching little girl holding a kitten & her name is Chum. Google Jane Freeman Chums & Master Simpson. I have a set of these as well. They are adorable.
