What a beautiful teapot! Don't know for sure, but I think I have found some information in this piece.
What got me at first was the man looking down on the people, which means to me that he was important. The next thing I noticed were the flowers.
When I did some research, I came across a website suggesting that this man may be one of the eight immortals according to their legends, by the name of Lan Cai The Immortal Hermaphrodite. His attribute is a basket of flowers associated with longevity and that is what one of the characters is carrying.
You can search this information on google Chinese customs and traditions glossary. Click on eight immortals and it will have Lan Cai on it.
There is another site called Gothenorg.com and you can get some help from there.

Based on what I can see this is a European piece and most likely dates from the late 19th Century. No huge value though, teapots like this were mass produced items made for the export market.
