These date from the 1950's through early 60's. Ardalt imported a lot of low cost Decorator wear from Japan and other countries during this period. Pieces like this generally sell for under $75.00.

Being that it is a Double Pipe Holder and Tobacco Holder which you don't see much any more, would that not raise the price on the Tobacco side or would you still say $75?

Not really, Ardalt pieces where mass produced for the lower end of the market and are not considered rare , unusual or all that valuable. Last time I checked  the company was still in operation, operating out of New York.
