This is lower State Street in Montpelier, Vermont along the Winooski River.  Note the State House in the distance.  Similar to this postcard: http://www.ebay.com/itm/Montpelier-Vt-1904-Winooski-River-Antique-Postcard-Vermont-Undivided-Back-/263145244757?hash=item3d44adc855:g:kn4AAOSwwvZZXgyL  Update: from the Winter 1956 Vermont Life p. 38 where it shows this scene "Gilman did many versions of this scene, Lower State Street, Montpelier.  Following his custom of picturing actual people he showed here Mrs. Phylura Standish, children Ruth, Richard and Myles.  Watering his horse upstream is Dr. Macomber.  Hi Smith is on wood wagon."
