Tinted glass bottle/dropper with metal detail

This glass bottle resembles a perfume bottle or something meant to dispense liquid. The long decorated stem is hollow and open at the top. The entire stem unscrews from the body of the bottle. Could not find any distinguishing marks or letters/numbers. The glass and metal detail is dirty, and the stem has a few dings in it. I'd be interested to know what the bottle is meant for, at least.
