This silverplate plateau was made in Meriden Connecticul just around or after the turn of the century when it consolidated with others and formed the International Silver Co.  Meriden Britannia was likely one of the most sought after makers of fine silver wares.  It would not even have a great value in good condition, as silverplate has gone out of favor.  It needs polishing, then the silver disappears after too many polishings.  It also does not seem to have any artistic value, just utilitarian.  I doubt you could get more than $5 for it, if that.
