REUGE is the company that made this piece and it began in 1865 in the mountains of Switzerland, This company is famous for pocket watches, music boxes and mechanical pieces that are moved by the movement within the piece, Some of these pieces are very collectable and valuable. March of the Toy Soldiers, Waltz of the Flowers, Dance of the Sugar Plum Fairy and Serenade. Pyotr llyich Tchaikovsky's was the composer of these songs and the Ballet the Nutcracker was first performed in 1892. The music on this piece was from that period and connected to the sttory. I believe the 4 / 50 refers to 4 out of 50 of Tchaikovsky's pieces of music that where used on these boxes.
I would encourage you to have this piece fixed and a local watch maker / repairer, could do it but get an estimate before hand. It looks like everything is in tact. It may be something simple. In its current state (not working) I would estimate its value at $20 - $40 US . Once fixed I could see this going for $150 - $250 US.

Date Est: 1960 - 1970's
In March 2013 A similar box sold for $200 US. The auction results are on the link below.
