I doubt they were made in Persia, they were made for the Persian market. These sets are what's called "Bohemian glass", it's been made in Eastern europe since the late 19th century for Export. values vary by maker, but most comparable unmarked sets sell for less than $100.00 at auction today. The wine glasses that depict NASER AL-DIN SHAH QAJAR: (1831-1896) sell for about $50.00 each at auction.
They were made in, and come from Iran. My old boyfriend was Iranian, and purchased them when he went home to visit. Thank you for the info though. It is appreciated.
