It is definitely NOT…

It is definitely NOT cloisonne, which can be distinguished by small wire-like separations between elements of the decoration. Like a wire outline that is filled with enamel, usually brass. The decorations look Italian. I saw many similar images when I visited Florence last summer. Cool looking piece. I wouldn't trust a site willing to knock off nearly half the price right if the bat. Good luck!

Looks to be a reproduction…

Looks to be a reproduction of European Porcelain, without a physical examination of it it's hard to verify. Most of the repro's were made in China in the 1980's and 90's. Decorative value only.
