Royal Sealy Pedestal Tea Cup & Saucer

Description

Stamp on underside of saucer says "Royal Sealy China JAPAN".  It is irridescent with gold detail and dark green accents.  It is a pedestal tea cup and the handle is gold.  The saucer is a sort of lattice-work around the edge.

I would like to know the value of this item and the year of manufacture.
