watercolor by carre

Description

I have a water color that is marked in pencil "DelfL" in the bottom corner left and either N Carre, or V Carre in the bottom right.  It is on thick stock heavy card, or thin board.  At first I believed it was ink and waercolor but when I took it apart to clean the glass, The black appears to be heavily imprinted into the paper, then painted everywhere else with watercolor.  Where the watercolor is the paper is ever so slightly wavy, but is not visible until out of the frame.  It is beautifully done on 8x10 sheet and would appreciate any information you can give me on this print/artist/value.
