It is the dog with Tiffany tag and perfect condition with cork. This has a Navy Mess sticker on bottom I’d like to know more about.

Values for collectible items go through cycles, these decanters were highly collectible up till the late 1980's when the market for such items began to crumble and then collapse in the 90's. currently comparable decanters sell for under $20.00. Can't help you with the mess tag though. Best guess is it's a property inventory tag.
