The letters PCHA stand for the pacific coast horse association, the novis would be on the person riding the horse which I presume it would be amature novis, youth novis is 18 years and under... as for the value it is hard to say, the value would be more for personel, the otherwise. I am including a web sight where you might want to contact the association for more information/// [email protected].
