I think it is a phone stand table.  it has a Large drawer underneath the edge, a long drawer in the side that the phone would have gone on, probably for a phone book, and a bunch of small drawers in the end that sticks up.  It has what I assume is a bench to sit on at the far end. 

 this piece has great art work. All etched in. This has real gold and Silver. This plate is signed in Japanese.
