This is a letter opener with the description Complements The Liverpool and London and Globe Insurance Company Ltd with a medallion saying entered the United States 1848
This seems to be an original gravure of a WINTERHALTER
drawing of the French Empress by Jouanin. Around 1850. It has been framed(old), has markings on the back indicating it was at one time sold at auction in Paris. No brown spots or signs of damage. Seems to have been well protected in its frame. I don't know much about it in terms of value. Only reference point is another one (same) I saw for sale in Europe for about $400-$500. Would like to get more info on it, including current value. May possibly sell it.
