They're made of pieced together material (I think bone) and there are distinct variations in color from piece to piece as well as some porous areas.  They're beautifully hand carved and in good shape, but obviously pretty old.

I believe this is an italian war medal of some sort. I know "il ministro della difesa" is the ministry of defense. "Eman, Filiberto" is i'm guessing Emanuele Filiberto, the duke of Aosta. "Victoria" is i believe the roman goddess of victory.
