Antique Lace Hand Painted Fan

I inherited this antique lace hand painted fan from my late brother. He purchased the decorative hand fan from an estate auction in 1995.  The auction was located in Mountain Brook Alabama. It appears that the fan's material is some type of canvas and the handles are plastic.  There is some gold design symbols on the handles.  The size of the fan is 17.5"  inches when expanded and the height is 9.5" inches.  The picture painted on the fan resembles Venice canal waterway.  The lace surrounding the fan appears to be some type of cloth material. Unknown how much he paid for fan at auction.  He really treasured this hand painted fan. I am estimated circa 1950s-1960s or earlier. There are no hallmarks.
