Antique Porcelain Plate

Hello!

this framed porcelain plate was given to my great grandfather as a gift. I don't know the year it was made. There aren't any marks on the back of the plate but there's a signature on it but I can't make it out. I have included a few pictures. Any information would be greatly appreciated. This piece has a lot of sentimental value.
