Antique weaving comb, loom comb

My father was born in Oklahoma circa 1912 Creek County. Moved to Montana late 50's, he was also a See Bee Navy in world war two (Phillipines) Not sure where this comb came from. It apppears to be one piece and the inlay I believe is abalone. I would really like to learn something about this comb, I received it after he passed away in 1976.
