Church or Government voting box?

Description

This piece is something I have never seen before. It is hand made wood construction with looks like brass hardware. I was told by a friend she thought it was a old voting box? You would hold it by the handle so it was upright and when there was a need to vote in the church or gov. It was a annonymous way of voting each person deposited the color marble that resembled yes or no into the top and it passed through the hole into the collection box below. To then be counted later. The construction reinforces this idea so I think she may have something there. The lower front flap flips up to reveal the contents (colored marbles/ balls) you can see discoloring of round objects that sat inside for a while to confirm this. There are no markings anywhere.

Condition is used, fair/good, no broken pieces and everything is attached and working order. The wood has some wear especially the handle from years of use. Any help as to age and worth would be great!
