Figural lamps are of two types, those that began their lives as lamps after the invention of the electric light bulb ( way after 1860)and those the used antique figurines and mounted them on lamp bases. Yours appear to be of the first type. They were made all over Europe and Japan prior to WW2. Chances are there is a company mark on the bottom of the figurine that will indicate it's origins. If you can find that I'd be happy to tell you more about your lamps.
