Japanese WWII era box

Description

The petty officer who gave me this wooden box said it was a Word War II ammo box.  There are two equal-sized compartments inside.  The wood is lightweight, which makes me think it is not a box for ammunition, but contained something like tea.  I cannot read Japanese, so I'd really like to know WHAT is actually was/is and how much it is worth.
