Pancoast Sliver Forks Not sure what they are

I have no real history of this object. It was given to me. I cleaned it enought wiht a silver cleaning rag but did not do a though cleaning as I am not sure how and did not want to ruin it if it was worth something.
I have been trying to find out information on this item but can find anything that it even closly resemlbes.
For some reason I think they are ice forks for a server of somekind.
The marking say PANCOAST and the only thing I can find on that is a Samuel Pancoast from Philly. The mark is not the same as his as this is stamped. So maybe it was his earlier work, later work or not his at all.
Could any one tell me what this is, how much it maybe worth
