Silver plate with male "busts"

Description This plate has the one large bust in the center and four smaller ones around the plate which has much "open work." It does not lay flat except in the center. It is on a white surface so the openwork should be visible. The appraiser from years ago said the bust is a Louis of France. Recently I was told the plate is German but no one knows who these men are. Thank you for any information.
